Chelonia mydas migrates to the sea nearing its birth place to mate in the breeding season, and female Chelonia mydas lays eggs on the beach after the eggs are fertilized. However, the land, embankment, and groyne construction has wiped out parts of the beach and egg-laying area for Chelonia mydas has significantly diminished. Penghu Wangan Island is the only stable egg-laying area left in Taiwan, but it still could not escape human damages and the harm done upon Chelonia mydas. As a result, the refuge is established to protect the endangered species.
